The UK vape market is undergoing several regulatory changes in 2026. From new duties and duty stamps to tighter age-of-sale and promotional rules, everyone should understand the changes. Customers should stay informed as the new legal regulations come into effect.
Upcoming changes regarding the age of Customers
From 29 October 2026 onwards, the age restriction of 18 years will cover zero-nicotine vapes and vape-pouches. Before this, only nicotine-containing vaping products or e-liquids were prohibited from being sold to anyone having age below 18, but now, for the first time, it will be changed to nicotine-free products too. Therefore, online shops are required to ask customers to verify their age. Also, it is illegal for any adult to buy these products on behalf of anyone having age under 18.
Ban on Vending Machines selling Vaping Products
Starting from 29 October 2026, the UK completely bans vending machines from selling all vaping products like e-liquids, vaping devices, nicotine pouches, zero-nicotine vapes, coils, etc.
Vaping Products Duty and Vaping Duty Stamps
Vaping Products Duty applies to vaping liquid at £2.20 per 10 ml from 1 October 2026, whether the liquid contains nicotine or not. Also, duty stamps are being introduced to identify the products. This is expected to increase the products’ price drastically.
Free Samples and Promotional Discounts
Similarly, from 29 October onwards, businesses are restricted from giving free vape products, samples, or any promotional discounts. This is particularly important for retailers as they can’t take such steps to promote their products.
Advertising and Promotions Ban
Tobacco and Vapes Act 2026 introduces further restrictions on advertising and promotion of vaping and nicotine products, so businesses need to review how they market their products online and offline. The comprehensive ban on advertising and marketing these products will start from 1 June 2027.
The UK’s 2026 vape regulations are being introduced for the purpose of reducing youth vaping, limiting nicotine intake among individuals, improving product controls and creating smoke-free generation. Disposable vapes are already being banned. These regulations are going to bring a major shift in the market for customers and retailers. The restrictions for businesses will increase their responsibility and accountability. Whereas, the taxation will result in higher prices of liquids that will impact the customers.
Also, as per the Tobacco and Vapes Act 2026, many other controls are proposed that the government can take regarding product flavors and packaging. The UK government aims for a smoke-free generation, and for that, several policies are also under consideration regarding smoking. Overall, the focus is to create a difference between both smoking and vaping so that individuals could shift to vaping, but it should not be promoted to underage groups or non-smokers.
